As a Minnesota consumer, you may qualify for programs that provide assistance with paying your monthly bill.

Lifeline Program

The Universal Service Fund low-income Lifeline Program benefit is available to recipients of:

  • Medicaid (Medical Assistance)
  • Supplemental Nutrition Assistance Program (Food
    Stamps or SNAP)
  • Supplemental Security Income (SSI)
  • Federal Public Housing Assistance (FPHA)
  • Income is below 135% of the Federal Poverty Level
  • Veteran’s Pension or Survivor’s Pension Benefit
  • Tribal Benefits (TTANF, FDPIR, BIAGA or Head Start)

The USF Lifeline Program is not available to customers who are dependents for federal income tax purposes unless the customer is more than 60 years of age. With recent Federal Communications Commission (FCC) reforms, the Lifeline program has been streamlined, and eligible customers are now limited to one wireline or wireless phone or Broadband Internet Access Service (BIAS) per qualified household. The Lifeline Benefit provides a reduced monthly rate for telephone or BIAS service (subject to speed tier minimums).

Minnesota Telephone Assistance Plan (TAP)

The Minnesota TAP Program offers an additional monthly discount on your phone bill. Eligibility requirements are the same as Lifeline above.

If You’re Approved for Lifeline or TAP Benefits 

If you are approved by the FCC for Lifeline benefits and you are an existing Nuvera customer:

  • Forward your approval email from the FCC containing your approval code to [email protected].
  • Include your birth date and the last 4 numbers of your social security number in the email.
  • Complete the Lifeline Program Consent Form and include it with your email.
